Mysteries of the Deep

The ocean is a great mystery unto itself. Diving deep down to the ocean floor you never know what alien creatures you may meet or what pirate treasures you may find. Over the centuries the ocean has given rise to an immense number of bewildering and puzzling mysteries, myths and legends. People are still trying to solve the ancient secrets that the ocean has been hiding. What’s inside the Bermuda Triangle? What happened to the lost city of Atlantis? How to explain the phenomenon of the “Milky Sea”?

The scientists began to study the oceans intensively only in the second half of the 20th century. Many scholars argue that the depth of the oceans has been studied less intensively than the dark side of the moon. Experts familiar with exploration of the seas think only 2-5% of our underwater world has been explored thoroughly. But in that 2-5% we have a lot of interesting mysteries that need to be revealed. Let’s look through the top 10 of the most unbelievable ocean mysteries.

New Zealand Cricket back McCullum after Cairns verdict

WELLINGTON: New Zealand Cricket have promised to support Brendon McCullum after former test all-rounder Chris Cairns was acquitted of perjury in London despite evidence given against him by the Black Caps captain.
Cairns had been accused of falsely claiming he had never cheated at cricket when he won 90,000 pounds ($135,531) in damages from Lalit Modi, the former boss of the Indian Premier League, in a libel action three years ago.
McCullum was one of two former team mates, along with self-confessed matchfixer Lou Vincent, who gave key evidence against Cairns in the trial, accusing his predecessor as test skipper of twice asking him to fix matches.
On Monday, however, Cairns was found not guilty of perjury and perverting the course of justice, ending what the 45-year-old described as “five years of hell”.
“Brendon is an employee of ours, so we’ve got a duty of care around him that makes sure he’s in a safe working environment and free of harassment and all that humiliation stuff,” NZC chairman Stuart Heal told the New Zealand Herald.
“I hope it doesn’t come to that, but of course we will support Brendon. As I say, he’s our current captain and an employee of New Zealand Cricket.
“We need him on the park leading our side and doing what he does best.”
The International Cricket Council (ICC) acknowledged the verdict in the perjury trial in a brief statement.
“The ICC notes the decision of the jury finding Mr Chris Cairns not guilty and confirms its utmost respect for the process that has been followed,” it read.
“The ICC and its (Anti-Corruption Unit) will continue to work closely with and provide all possible support to players in order that the fight against corruption can be tackled effectively and collectively.”
NOTHING SINISTER
Cairns acknowledged both meetings with McCullum, one in England and one in India, had taken place but said there was nothing sinister about them.
“I think overall, Brendon’s interpretation of what happened in 2008 has just changed. Why that is, I can’t answer for Brendon,” Cairns told Fox Sports TV in an interview in London on Monday.
“I suppose questions will be asked of Brendon as to why he did that.”
McCullum has come under fire for taking three years to report the alleged approaches by Cairns.
“I think it’s really important that we understand (he) came forward for the right reasons,” Heal added.
“I think with Brendon, he said — didn’t he — in the trial that he delayed his report on the basis that he was reluctant to incriminate a friend.
“And I think what was happening in 2008 and now, today — it is a different environment.”
Indian Modi acknowledged Cairns’ acquittal on Twitter, the same platform he used to allege the New Zealander had been involved in matchfixing in 2010, prompting the libel trial.
“I am aware of the verdict at Southwark Crown Court,” Modi tweeted from London.
“As you know I am limited in what I can say as I am restricted by the injunction put in place following the 2012 libel trial. I will consider how this affects my own civil claim against Mr Cairns in due course.”

Government issues white paper on economic crisis

Government Issuing a white paper on the current economic situation, the Ministry of Finance today stressed on the need to realign the budgetary programmes to streamline supplies to prevent possible humanitarian crisis and boost production in the country.
Focusing on two crucial issues of food and energy security that have emerged along with disruptions in supply lines at Nepal-India border, the government has announced number of ways to make people’s lives comfortable in the days ahead.
The government has talked about expediting reconstruction and rehabilitation works in areas devastated by the earthquakes, issuing bonds to build new hydroelectric projects and expanding transmission lines and providing incentives to encourage people towards alternative energy.
Through the white paper, MoF has announced that it will soon release the first instalment or 25 per cent of the relief package amount worth Rs 200,000 announced by the government earlier for the earthquake victims, who had lost their homes during the devastating earthquakes of April and May.
The government plans to release the relief amount to the victims in four instalments 25 per cent, 30 per cent, 35 per cent and 10 per cent. Along with the government’s announcement, the victims will get Rs 50,000 to begin construction of their homes.
The white paper has also said that the government will further arrange for subsidised loan of up to Rs 300,000 in collective guarantee for the families whose houses was fully destroyed by the earthquake.
Releasing the white paper, Finance Minister Bishnu Paudel said the government would adopt all alternatives to avoid humanitarian crisis in the country. He expressed hope that the first instalment of the relief, which will be released at the earliest, will help provide improved shelters for the victims in the hills and high hills, who are still living in tents and transitional shelters made of corrugated sheets.
The government, through the white paper, has pledged effective implementation of incentive packages and subsidies to encourage families to shift towards alternative energy and also promote micro-hydro projects as a tool to ensure energy safety.
The government will launch a campaign to expand solar plants in urban areas and bio-gas plants in the rural areas of Tarai and hills, adds the white paper.
The government has also committed to expediting construction of two reservoir hydroelectric projects Budhi Gandaki (1,200 megawatt) and Nalsing Gad (410 megawatt) to meet the increasing demand of energy in the country.
The white paper has also announced borrowing facility for smallholder farmers in collective guarantee and cash-grant and interest rate subsidy to the landless families to cultivate barren lands and also in contract farming.
The white paper has painted a bleak picture of the economy, with estimation of gross domestic product growth standing at two per cent this fiscal year. “If the unrest in the Tarai and supply system disruption continues longer, the economic growth may be further squeezed,” states the white paper.
Till the first quarter of this fiscal, capital expenditure stood at mere 4.1 per cent of the total budget of Rs 208.88 billion.
The white paper has also identified the challenges to country’s target to graduate to the league of developing nations by 2022 and to be upgraded as middle income country by 2030, since the economic stagnation threatens to push more population below poverty line.
However, the government has said that it is conscious of controlling inflationary pressures, which might sky-rocket due to high production costs, especially in non-agriculture sectors, that will adversely affect the livelihood of vulnerable groups.
Inflation, which had stood at 7.2 per cent in the beginning of this fiscal had surged to 8.3 per cent by mid-October.

NT introduces new scheme

After being flooded with complaints from subscribers having trouble topping up their balances, Nepal Telecom (NT) today launched a new scheme to encourage using higher amount when recharging their balance so that the frequency of recharging could be minimised.
The company has launched a bonus scheme during recharging the balance, under which consumers can get up to 15 per cent bonus (of the recharge amount). The scheme is coming into effect from tomorrow and will be in place until January 14.
According to Pratibha Vaidya, spokesperson for NT, the scheme has been introduced as frequent recharge requests from users had clogged the services. “The new plan is aimed at encouraging people to recharge higher amounts so that our users do not have to face the same problem of topping up their balances time and again.”
This means, for example if a person uses recharge cards amounting to Rs 50 each to top up their balance four times a week, the company wants to motivate that user to use a
recharge card of Rs 200 once a week.

NT has offered five per cent, 10 per cent and 15 per cent bonus for recharge amount of Rs 200, Rs 500 and Rs 1,000, respectively.
Likewise, the company has announced 10 per cent bonus while recharging using MPoS (Pinless Top-Up) Recharge Service for Rs 100 and above.
NT has said this scheme will be applicable for both GSM and CDMA users.

EU continues ban on Nepali airlines

The European Commission has decided to continue its ban on Nepali airlines from flying into the 28-nation bloc of the European Union, stating that the Civil Aviation Authority of Nepal has failed to address safety concerns.
In its updated air safety list that was made public in Brussels yesterday, the EC said Nepali airlines were still subject to an operating ban within
the EU because of CAAN’s failure to rectify safety short-comings. The EC had blacklisted Nepal, placing restrictions on Nepali airlines for the first time on December 5, 2013. “Update of the Air Safety List is based on the unanimous opinion of the EU Air Safety Committee, which met from November 24 to 26,” it stated.

The European Aviation Agency has repeatedly made it clear that it is unlikely to remove Nepali airlines from its blacklist unless the International Civil Aviation Organisation closed its significant safety concerns about the country’s aviation sector. EU ban followed by ICAO’s SSCs is a major setback to country’s aviation industry and the tourism sector.
“Assessment is made against international safety standards, and notably the standards promulgated by the ICAO,” the EC’s announcement mentioned. The United Nations aviation organisation had cited a number of deficiencies in regulatory oversight ranging from airworthiness to flight operation or implementation of accident investigation recommendations to personnel licensing in Nepal.
Though CAAN plans to close SSCs by July, ICAO generally takes four to five months to send its mission to conduct the final audit after formally receiving invitation from its party nation. Making a tall claim, CAAN’s Director General Sanjiv Gautam last week announced that the regulatory- cum-service providing body was doing its bit to get removed from EU blacklist by the end of 2016. He said CAAN also planned to write to ICAO for off-site validation in a few days.
While major Nepali airlines claimed that they had already improved their overall capacity to meet the international standards set by ICAO and EU, the continuation of ban was a result of CAAN’s failure in part to provide the necessary safety oversight as foreseen by international aviation safety rules. “It’s still uncertain when and how the regulatory-cum-service providing body can utilise ICAO’s expertise on air worthiness, flight operations and personnel licensing through already sanctioned safety fund worth $600,000 to Nepal.”
CAAN officials, however, agreed that it was highly unlikely for CAAN to invite early ICAO’s final validation mission to close the SSCs until the completion of the safety fund project.

Major safety concerns
  • Personnel licensing
  • Licensing of air carriers
  • Oversight of air operations
  • Recommendations of accident investigation reports
  • Airworthiness and flight safety
  • Certification process of airline operators
  • Overall capacity of CAAN

Government starts using digital signature

Kathmandu, December 2. The KP Oli government is a bit more serious about going hi-tech and protecting the environment by cutting down on the use of papers that come primarily from rainforests, it appears.
The government has started using digital signature in official works from Wednesday. President Vidhya Devi Bhandari inaugurated it at Seetal Niwas on Wednesday.
Now on, all works involving the use of computer will be conducted now using digital signature, according to Ram Chandra Dhakal, Spokesperson for the Ministry of Information and Communications. Digital signature is safer, more confidential and authentic.
This will also increase people’s access to different services, according to Dhakal.
Digital signature is a part of cybersecurity. Those, who engage in IT transactions using digital signature, cannot cheat concerned parties that the signature is not theirs.
This will give authenticity to transactions conducted through the Internet. The technology can be used while sending emails, messages and digital documents using the phone and the computer.
The US and several European countries have given legal recognition to digital signature. In 2012, the then government had made a public annoucement that it will launch digital signature. The government has appointed Radiant InfoTech as the certified company handling digital signatures.
